That's not an acceptable response, Jim; that's masking the problem.
We have many other environments which perform many vault operations and run 4.5FP6, the last version of 4.5 that has been approved by $CURRENT_EMPLOYER's internal engineering group.
The problem is, again, that bpimmedia takes 7-9 minutes to run in this environment whereas it takes 30 seconds or less to run in any of our other 4.5FP6 environments. I believe that this demonstrates corruption of our image DB or media DB, which an upgrade would only hide by keeping us from using bpimmedia in Vault. That doesn't fix the problem. It doesn't even identify the problem.
Could this problem please be escalated to the next level of support?

I was able to confirm this morning the 4.5 FP7 improves the Vault reporting performance and no longer uses the bpimmedia command within the Vault operations. In 4.5 FP8 there was more work done to optimize Vault reporting. In order to correct this issue, I recommend upgrading to 4.5 FP7 or FP8.

Now, I don't usually go in for stereotypes, but this is the kind of horseshit I've come to expect both from NetBackup support (Veritas's VxVM support is quite good; NetBackup's sucks) and from anybody with enough balls to put “MCSE” in their fucking email signature.
